Who runs emergency response
Hospital emergency departments are run by the LHS. County medical response units are run by the counties under the Law Enforcement and Public Safety Act 2025. The LHS may set national clinical standards for them after consulting counties and emergency professionals (LHS Act 2026, section 4C).
